"It would seem that France's greatest failure has been one of recognition: Recognition of the true problem facing it!"

Block quotes are included and emphasises are mine:

In response to the half-measures that the Chirac government has made to the Intifada now raging within France and other parts of Europe, Mark Alexander at A New Dark Age Is Dawning, wrote:

Why does political correctness only go one way? How politically correct are Muslims? How much tolerance of non-Muslims do Muslims show? How many churches are built in the Middle East? How many Christian schools? Indeed, how many Christians are allowed to live there?

In the case of France, all troublemakers should be deported forthwith. Sarkozy has promised this. It is to be hoped that he acts on his promise. Further, it is to be hoped that the door through which they are sent is not a revolving one!

All illegal immigrants should be sent home. France is under no obligation to allow them to remain. Islam in France is growing apace. The riots have been a manifestation of this exponential growth. The growth needs to be stemmed; otherwise all good intentions, and all policies, however generous, will fail.

It would seem that France's greatest failure has been one of recognition: Recognition of the true problem facing it!

A failure of recognition to be sure, but what is the true problem? I agree with his statement but not in the way you would think. The problems that France and the rest of Europe have with their Muslim immigrants is a failure to recognize or take into account the law of unintended consequences. The French with their notion of a superior culture believed themselves to be immune and made a pact with the devil.

In 1973, the year that the "informal alliance between the countries of the Arab League and the nine countries of the European Community (EC), which became the EU in 1992," France didn't intend to be swamped with millions of Muslims that had no intention integrating and, in most cases, are incapable of integration into the "haute French culture" that is light years away from their world view, a view that leads them to despise that which makes French culture great and enviable in the eyes of many that have held in high esteem the enviable parts of French culture that are so admired: cooking, art, debate, scholarship, and so on. By importing millions of poor, uneducated and unskilled Muslims, France, and the rest of Europe, set themselves on a course that can only lead to further violence and pain regardless of who wins: the French or the Islamists.

The sad story begins:

The Euro-Arab Dialogue (EAD), created in July, 1974, in Paris, with a working body composed of committees always presided over by a European and an Arab delegate, planned the agendas, and organized and monitored the application of decisions in a comprehensive collaboration to integrate the north and the south in an anti-American, anti-Zionist effort to dissolve Israel and thwart the United States.

According to Bat Ye'or, author of Eurabia-The Euro-Arab Axis, released earlier this year, European ambitions included the following:

...to play a defining political role in international relations in competition with the United States, and independent of its influence; maintain important spheres of influence in the former European Arab colonies; open huge markets for the European Economic Community’s products in the Arab world, especially in oil-producing countries; secure supplies of petroleum and natural gas to Europe; make the Mediterranean a Euro-Arab inland sea by encouraging massive Arab immigration into Europe, and favoring Muslim immigrants; create Euro-Arab populations by promoting multiculturalism with a strong Islamic presence in Europe; develop a powerful Islamo-Christian symbiosis against Israel, orienting Europe toward Islam, and liberating Christianity from  Judaism, which is viewed by some anti-Semitic factions as the embodiment of evil.

The Arab partners demanded of Europe:

...alignment with their anti-Israeli policy; modernization of their countries; access to Western science and technology; European political independence from the United States, and separation of the trans-Atlantic allies; measures favorable to Arab immigration and dissemination of Arab and Islamic culture in Europe.

In 1967 Charles de Gaulle stated openly that French cooperation with the Arab world had become, "the fundamental basis of our foreign policy." By 1974, in Paris, the Parliamentary Association for Euro-Arab Cooperation was created, under the Euro-Arab rubric. There are now over 600 members from all major European parties, each active in a national parliament, as well as in the European parliament.

The Parliamentary Association’s explicit policies mimicked the 23 resolutions of the 1969 aforementioned Cairo Conference. This has become a permanent feature of how the Parliamentary Association operates- adopting identical positions, even verbatim language, derived from prior joint Arab League-Western European policy meetings, or even exclusive international Arab and non-Arab Muslim conferences.

The Parliamentary Association has endeavored to promote Arab interests and demands within each European party and Parliament, and in the European Council.  The Association functions as a powerful extension of Arab lobbying efforts against Israel, pressuring European governments, for example, to adopt economic and academic boycotts directed at the Jewish State.  The other principal organs of the Dialogue are the MEDEA Institute, the European Institute of Research on Mediterranean and Euro-Arab Cooperation created in 1995 with the backing of the European Commission, and the MEDA program that manages substantial European funds allocated to Arab countries.

"These associations, through their committees and subcommittees, maintain complete coordination between the Western European and Arab parties in the political, economic, and cultural realms. As a result, the European Community stands apart from the United States by consistently backing Arab claims..."

This political agenda has been reinforced by (and now mirrors) the deliberate cultural transformation of Europe. Euro-Arab Dialogue Symposia conducted 20 to 25 years ago, i.e., in Venice (1977) and Hamburg (1983), included recommendations, below, that have been successfully implemented, accompanied by a deliberate, privileged influx of Arab and other Muslim immigrants, in enormous numbers:
• Coordination of the efforts made by the Arab countries to spread the Arabic language and culture in Europe and to find the appropriate form of cooperation among the Arab institutions that operate in this field.

• Creation of joint Euro-Arab Cultural Centers in European capitals which will undertake the diffusion of the Arabic language and culture.

• Encouragement of European institutions either at University level or other levels that are concerned with the teaching of the Arabic language and the diffusion of Arabic and Islamic culture.

• Support of joint projects for cooperation between European and Arab institutions in the field of linguistic research and the teaching of the Arabic language to Europeans.

• Necessity of supplying European institutions and universities with Arab teachers specialized in teaching Arabic to Europeans.

• Necessity, when teaching Arabic, of emphasizing Arab-Islamic culture and contemporary Arab issues.

• Necessity of cooperation between European and Arab specialists in order to present an objective picture of Arab-Islamic civilization and contemporary Arab issues to students and to the educated public in Europe which could attract Europeans to Arabic studies.

Now Europe, and France in particular, is reaping a bitter harvest that was predicted, yet hidden from the European body politic by their perfidious leaders.

The French arm of the European Intifada "has profound implications for Western Europe - which may be incapable of altering its Eurabian trajectory..."

Th[e] Eurabian ethos operates at all levels of European society.
Its countless functionaries, like the Christian [devshirme]-janissary slave soldiers of past Islamic regimes, advance a jihadist world strategy. Eurabia cannot change direction; it can only use deception to mask its emergence, its bias and its inevitable trajectory. Eurabia’s destiny was sealed when it decided, willingly, to become a covert partner with the Arab global  jihad against America and Israel.

A Cautionary Tale: The Implications for America

Americans must discuss the tragic development of Eurabia, and its profound implications for the United States, particularly in terms of its resultant foreign policy realities. Americans should consider the despair and confusion of many Europeans, prisoners of a Eurabian totalitarianism that foments a culture of deadly lies about Western civilization.

All should recognize that this "self-destructive calamity did not just happen, rather it was the result of deliberate policies, executed and monitored by ostensibly responsible people." In other words, European leaders have served up Europe on a plate to Arabs, and in the opinion of Ye'or, out of greed and in the hope that such alliance could thwart the United States. Knowing this, would the elite of America and the American body politic choose to come to Europe's aide once more as Europeans and the French in particular continue trip over the same stones, but this time in a effort to do check and do harm to America?

It is unlikely that French politicians would have heeded the warnings of French academics that were familiar with the tenets of Islam in spite of the fact that they all had decades of experience with Muslims in their North African colonies. Surely they could have recognized the danger of inviting in poor, uneducated, and disposed peoples with a radically different world view and bellicose nature as well as an infamous history for taking over civilizations, but did not. Perhaps the French believed that French culture could trump human nature and Islam. History is rife with advanced cultures that made the same mistake and have been absorbed, swallowed whole by the maw of this predator.

Unfortunately the European and French elite failed to recognize that high culture is no match for primitive desert brigands brandishing swords and the Koran while they are tying the hands of the police. Instead they rely on their belief of the transformative power of high art, refined cooking, and scintillating debate, refinements that the invading population can appreciate nor accept as their world view sees these uplifting French accomplishments not as gifts to the world but as perversions.

Thanks to Andrew Bostom for his synthesis of Bat Ye'or's analysis.

The United States Is In No Position to Point Fingers At the Europeans Over Rampant Immigration and Unassimilated Migrants..And, Not Even Half Measures

The United States can not point a finger at France and Europe, for we are importing an identical class of poor, uneducated, and unskilled hispanics as well as poor, uneducated, the unskilled from many other parts of the world, some of whom are potential Jihadists. With ten million unaccounted for illegals, many of whom are Mexican peasants, it wouldn't be much of a stretch to imagine how these immigrants could react in a copycat fashion to accomplish their demands.

Hoping to reap economic gain, our elite business and political classes are as much blinded by the images of dollar signs as the Europeans that hoped to use their immigrants for "cheap labor." Unfortunately neither we nor the Europeans now find such immigrants to be cheap. In Europe they are taxing the generous welfare state by day and, by night, rioting and destroying lives and property.

America's immigrants aren't quite a lucky as are the Europeans. They don't get a direct handout in cash, but, among other perks, are clogging the schools, healthcare system, and even applying for college scholarships, a luxury that often isn't available to the children of many citizens. They keep coming for the jobs and the opportunity to remit home millions of dollars yearly, and for that which is not available to them in their home countries: security, healthcare, and a more upscale lifestyle.

But they aren't happy campers. Many want more than the overtaxed system can supply and there is talk of "income redistribution," "free healthcare for all," "the ownership society," and all the rest, some of which is actually come from the Republican Party, making immigrants hopeful, and hope, when dashed, will lead to the spectacle that we are viewing now across the pond.

And the U.N. is putting in it's two cents. According to international human rights, the U.S. social system violates human rights.

"If the United States Government designed and implemented the policies according to the human rights standards much of the problem of poverty could be resolved," said Sengupta in a statement.
The U.N. obviously is in league with the rioters that want income redistribution and health care to be named a human right.

Among the lessons learned: don't promise more than you are able to give and don't expect that the disposed will graciously stop at asking for more than you offer.
